The Collapse of the 28-Article Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the crisis triggered by the presentation of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been contained. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of missile and drone strikes on Kyiv.

The Pattern of Negotiation and Warfare

The sequence of conflicting incidents captured the bleak nature of the outgoing year. By day, diplomatic battles are conducted: optimistic declarations are issued from multiple capitals. Significant resources is expended on managing particular approaches. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the key method for achieving "resolution".

Nocturnal Warfare

As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is able to track missile launches from Russian territory, a capacity enabled by up-to-date information. From vantage locations, military aircraft that had been dispatched to intercept incoming guided weapons streaked across the sky – modern combat jets provided to Ukraine by NATO members.

Soon thereafter, Kyiv's anti-aircraft weapons activated: several firings fired to intercept a hostile projectile. This was a sophisticated defense system at work, probably provided by Western nations. Every deployment shakes the surroundings, rattling buildings. The moment of terror quickly gives way to sober acceptance: maybe the approaching threat won't strike its target this time, protecting urban areas from catastrophe and another blackout.

Ongoing Risks

Not long after, a large-caliber weapon engaged a unmanned aircraft somewhere nearby, part of a defensive team – most likely Western-made equipment. Regrettably, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its destination.

Intermittently, this carried on until dawn. Kyiv faced the morning news: seven people killed, damage and infrastructure problems in many homes as a result of the night's assault. As customarily, everyone still continued their routines – living the war. But those entire period illustrated Ukraine's vital need on Western support – a reliance that neighboring countries are evidently unprepared to replace in the short term.

Failed Diplomacy

The detailed framework from American leadership provoked deep reactions, discussion and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.

Every new initiative from US leadership adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually achieve victory. This cycle will, no doubt, endure.

Strategic Calculations

It is convenient to criticize particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. Washington operates on a premise familiar among experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The American government believes that it is unfeasible to force Russia to surrender the areas that it already controls in Ukraine's southern or eastern regions.

The issue is that while recognising this factual reality, US leadership does little to deter Moscow, through statements or actions, from thinking that the status quo will not evolve additionally in its advantage in the coming year.

Opposing Positions

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its partners are coming close to fatigue. Their incentive to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's leadership remains highly assured in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing people and territory but preventing a complete military breakdown until conditions improve in its benefit.

Existing Situation

Realistically, there are no genuine requirements for a armistice. Now, personal considerations are becoming relevant: personal goals to broker a ceasefire and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unworkable, so that their attention does not move to domestic problems. And although their task will now be considerably more difficult after recent developments, it remains very improbable that this will alter their fundamental strategy.

These two forces are guiding negotiations.

Summary and Prospects

It took a mere seven days to kill the 28 points of the current initiative. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, latest revelations, all achieved their purpose.

While new initiatives based on established approaches are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to alter the situation, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, mainly require sustained allied backing.
